A TU-154M of the Russian Air Force arrived this afternoon. RA-85655 (c/n 89A798) visited a year ago in December. It flies under the "Open Skies" Treaty which promotes the international aviation industry.

I think "open skies" refers to a relic cold war treaty between NATO and Warsaw Pac countries that authorizes surveillance overflights by aircraft certified under the treaty.
Saw this flying over the other day and thought I was seeing things. Thought it may have been a distressed flight that needed to make an emergency stop here. Thanks for the post!
